PRIs take control of primary education

GUMLA: Primary education will now be under the ambit of the panchayatraj institutions (PRIs). The government has transferred funds, functions and functionaries of the primary education to the three tier panchayatraj system in the state in keeping with provisions of the JharkhandPanchayat Raj Act 2001.
According to a letter of the state HRD department, gram panchayat will be responsible for maintaining school registers and preparing a data base of human resources and available facilities at the primary schools.

Now gram panchayat will also choose land for constructing school buildings with the help of school management committees and ensure enrollment of children and check dropout rates.
The village panchayat body will be the controlling authority under which the primary school teachers will function. The same provision will apply in case of para teachers of primary schools. The body will also supervise midday meal scheme and organize gram sabha for social audit of primary schools, Sarva Shiksha Abhiyan (SSA) and adult education.
Now onwards the mukhiya will take care of teachers' attendance and approve their leave applications. Gram panchayat can also recommend minor punishment for teachers to the district superintendent of education (DSE), according to the act.
The district board can report to the state government with regard to functions of the DSE and sub divisional education officer while the elected office bearers of the PRIs can inspect the primary schools of their jurisdiction, according to a government letter signed by HRD principal secretary D K Tiwari.
