CHANDIGARH: The dream of education for all is on hold. With the Delhi high court ruling that the RTE Act, 2009 does not apply to pre-primary schools and the Central government failing to sanction funds for reimbursement to private schools for pre-primary classes, private schools are hesitating to enroll children from economically weaker sections. Minority schools are exempted from any kind of reservation by various articles of the Constitution of India.
"The court has made it clear that the RTE does not apply to pre-primary classes, so how can the education department call for applications to these seats Moreover, they have not yet notified the amount of reimbursement for the last two and a half years," said R D Singh, secretary of the Independent Schools Association.

"We are running into losses without reimbursement. We had to leave these seats vacant without the department's orders to convert them to general, which has caused great loss," said Sanjay Sardana, a member of the ISA.
To finalize a course of action to be adopted in the light of the action of the education department of inviting applications from the public for reserved seats under RTE/EWS, the Independent Schools Association has called for a meeting of all its member schools on March 22.
Director, public instructions, Upkar Singh could not be contacted despite repeated attempts.
