Cases of RTE violation barely reach NCPCR

Though the city frequently witnesses protests and court battles between school managements and parents over the issue of excess fee and other instances of violation of Right to Education Act (RTE), 2009, none of them had been reported to the National Commission for Protection of Child Right’s RTE Division.
According to NCPCR's State representative for RTE Henri Tiphagne, he had not received any complaints of violation of RTE from Coimbatore district so far. Mr. Tiphagne had invited complaints on cases of violation of RTE from parents across the State. He had asked parents to report violation of Government norms on collection of school fees by Government, Government-aided or private schools. Mr. Tiphagne said that for the period January-June 2012, his office had received 44 complaints directly from parents across the State. “We also suo motu take up cases reported in the media and intervene in our capacity. We have taken up 77 cases in the State for the period May-July 2012, he said.
The NCPCR intervened in cases concerning corporal punishment at schools in Madurai and Tirunelveli, refusal of school managements to issue receipts for the school fees paid in Kanyakumari district and denial of permission to students to write the annual examinations in Erode, he said.
Other cases reported to the State Representative include employment of students of the Municipal Union School in Theni to remove sewage water, intimidation of students, and poor infrastructure in schools. Chairman of Students Welfare Association of Parents (SWAP), Coimbatore, R. Manimohan, said in most of the cases, the parents approached the education department officials or took the matter to court
