681 Goa primary schools within one kilometer radius

PANAJI: The Right of Child to Free and Compulsory Education (RTE) Act, 2009 speaks of a neighbourhood school for every child aged 6 to 14. Goa has been trying to improve it figures and currently has been able to provide 681 primary schools within the walking distance of one kilometer.
However, Goa has another 563 primary schools beyond the 1km of the neighbourhood, according to a reply provided by chief minister and education minister Manohar Parrikar at the ongoing session of the Goa legislative assembly.
Section 6 of the RTE Act states, ""For carrying out the provisions of this act, the appropriate government and local authority shall establish, within such area or limits of neighbourhood, as may be prescribed, a school, where it is not so established, within a period of three years from the commencement of this act.""
This will require mapping of neighbourhoods or habitations and linking them to specific schools, as recommended by RTE.
However, the concept of neighbourhood school does not mean that the child must perforce attend the neighbourhood school and does not have the choice to attend any other school.
Goa has earlier been asked by HRD officials to review its 'faulty' policy for opening of new schools. The state was told not to make only distance a criteria for opening new schools and to take ground realities into consideration.
