'Private schools can't screen nursery kids'

NEW DELHI: The Directorate of Education (DoE) has prohibited all unaided private recognized schools from charging capitation fees and screening aspirants for nursery admissions.

The order, issued by the Delhi government body on Friday, also said any school receiving capitation fee will be fined, which may extend up to 10 times of the fee charged.

Citing an order of the Delhi high court that, "it is common knowledge that though there is obligation on the state to provide free and compulsory education to children and the corresponding responsibility of the institution to afford the same, educational institutions cannot be allowed to run as 'teaching shops' as the same would be detrimental to equal opportunity to children", the DoE directed schools to comply with Section 13 of the Right to Education Act in letter and spirit.
