RTE admissions to be finalized by March 18

NAGPUR: The state government has announced that the admission process for the free 25% seats under Right To Education Act (RTE) shall begin from February 15. TOI was the first paper to confirm this date last month, when there was no clarity on when RTE admissions will begin. Guidelines issued on Saturday by Someshwar Netam, RTE in charge for Nagpur district, mention that the entire process will be wrapped up by March 18.
The government considerably delayed the admission guidelines this year as there was no consensus on how to ensure maximum transparency in the process. During the recent winter assembly session at Nagpur, the state government had announced plans to conduct RTE admissions online. However, now this is being done on a trial basis only in Mumbai and Pune as there was not enough time to implement it at the state level.
This delay and confusion since December meant that all schools in Nagpur have either completed or are on the verge of completing their admission process for the paid 75% seats. However, government sources say that from next year onwards schools will have to complete RTE admissions before moving on to the paid 75% seats.
In the first two years, there was resistance from certain schools for RTE implementation but now everyone has reconciled themselves to the new regulations. But even though admissions are no longer an issue, the problem of fee reimbursements continues to bother schools.
A school principal, who did not wish to be identified, said, "We have no option but to suffer silently. The education department keeps saying that money is coming soon but there's no sign of it. We are effectively working on a 25% revenue loss, and when the government finally does pay us they won't be giving us any interest. So not only do we get our money late, we also get shortchanged as inflation would have effectively eroded its value by a cumulative 20%-30%."
The state government however says that clearance of RTE bills is now in the final stages. Bills are now at Mantralaya, after being cleared by the Pune head office, and reimbursements are expected some time soon.
