Panel to check quality of govt school buildings

PUNE: Any construction, repair or redevelopment work undertaken by the government schools in the state will now be subjected to a quality audit conducted by a committee formed by the state government. The committee will comprise members from polytechnic or engineering colleges in the state.

On September 4, the state government had issued a notification stating that the education department had recently conducted a survey and had concluded that any construction or repair of infrastructure that needs to be done at the government schools, in order to comply with the Right to Education Act, will be audited for quality by a third party.

Besides, the committee will also point out the loopholes and suggest solutions on how these schools can further improve on quality along with providing guidance and certifying the constructions.

Now, all the projects sanctioned under the Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in the last two years are supposed to undergo the quality audit.

Mahavir Mane, state director of education, said, "Third party audit will provide an independent assessment of quality of the development work to be executed by the schools under SSA and RMSA. The audit will take place at different stages of construction. It will help set up quality control and a quality assurance system with the help of the prescribed testing norms laid down by the Bureau of Indian Standards by a competent team of appropriate engineers."

Mane said all civil construction work and the construction projects sanctioned during 2011-12 and 2012-13 academic years will undergo the audit. The civil projects include construction of new school buildings, additional classrooms, compound walls, and toilet blocks among others.

He said the committee will also be responsible for quality assurance of materials and workmanship. They will supervise each activity at appropriate stage of construction.

For periodical supervising the civil construction projects, the consultant should deploy professional and subordinates according to the need of a particular assignment and should issue the certificate only after the work is complete.

The consultant should highlight the problem areas and also suggest steps or solutions for the same so as to achieve the overall target of quality assurance. Depending on the nature of civil construction project, the state director of education will suggest the type of quality test which includes non-destructive, rebound, hammer, core or ultra violet pulse velocity tests as applicable.
